Dr. Elizabeth Norton serves as an Advisor for A-Street. Dr. Norton is a seasoned education leader and consultant with more than 20 years of experience driving large-scale instructional improvement, strategic planning, and system redesign across state agencies and school districts. She is the Founder and President of Incessantly Relentless Leadership, where she partners with states, districts, and education organizations to implement evidence-based change, strengthen leadership capacity, and align strategy with results. Previously, Dr. Norton held senior leadership roles at the Tennessee Department of Education and Knox County Schools, leading statewide initiatives in literacy, high-quality instructional materials, work-based learning, and innovative school models impacting hundreds of schools and districts. Her work is grounded in improvement science, data-informed decision-making, and a deep commitment to equitable outcomes for students. She holds a PhD in Educational Leadership and Policy Studies from the University of Tennessee, as well as a Master’s Degree in Curriculum and Instruction, Reading Specialist Endorsement, and a Bachelor’s Degree in Education from Tennessee Technological University.
